Is there a way, when entering a stock in a newly set up Portfolio to add additional purchases or fractional shares when a dividend is re-invested in the stock?

No, the Portfolio Tracker is only meant to help you monitor your current holdings. It doesn't support transactions, so you'd have to re-adjust your shares owned whenever you add or remove shares from your portfolio.
