In Toolkit 6 using 10-year PE averages (Options | Preferences | Stock Study | Use 10 Year PEs For Section 3), I get a PVQ that's appears to be exactly 1/2 the correct value.

With L = Average low annual price in SSG section 3 (col B row 7),
and H = Average high annual price (if that value were shown in SSG section 3 col A row 7).

PVQ = ( L / H ) * 52-week high

When TK6 calculates H as a 10 year average perhaps it forgets to divide by 10 instead of 5.
