The error message about not being able to launch Toolkit usually happens if either:
An update to the program didn't finish
-or-
The ToolkitServer.exe file has been removed; this is usually due to a security program treating it as a threatening program.
The first one is more common, becase the update process requires you to click a Done button when it's complete, but if the dpi on the monitor is set too high, you may not have seen the Done button. It's been a long time since I checked into this, but my memory is that Macs run at 72 dpi, instead of the standard 96 that Microsoft has used for years, so that might have been an issue.
If you've installed Toolkit from a CD and are running into this issue, the easiest way to resolve it would be to uninstall Toolkit, then download the more recent copy from our site at:

Regarding the 430 error; doing a bit of googling, the most likely thing I found is that this relates to a bit of Microsoft software named Microsoft Data Access Components (MDAC). I may be over-simplyfying it, but basically this is something that gets installed standard as part of Windows, and gets used by Toolkit to work with the database where all of the company information is stored.
I also found other vague references to this possibly coming from other unregistered or missing files, but those were all from forums posts on other sites from folks more technical than I.
All that said, I'd suggest to start with uninstalling the copy you have on there, and then try the download from our web site. That may resolve both issues.
If not, maybe check if there are forums or FAQ pages for crossover that deal with what to do when you need to have some parts of MS software installed that's commonly part of Windows.
