Does the concept of "preliminary data" apply to StockCentral SSG data?

With the BetterInvesting S&P Stock Data Service (SDS), the information in SSG data files for a new quarter (or year) can appear first in "preliminary" form and then change when it later appears in "final" form.  The only way to distringuish between "preliminary" and "final" SDS data is to go to the SDS web page for a particular stock and look to see if any of the numbers are shown in a bold font.

I'm wondering if something similar is involved with StockCentral SSG data.

No, Hemscott doesn't provide preliminary data.

Does this suggest the 2006 annual data for stocks with FY's ending 12/31 will not be available until sometime after the 10K's are issued?  What is the normal lag time for Hemscott data after the 10Q and 10K reports?

Yes, just as it has been the case with data sources since forever. The SDS datafiles to have "preliminary" data, but I've never been very comfortable using that data since it tends to change when the final data is available. There have also been cases were only partial preliminary data has been available.

Well, I think that we'll have to find out. I would hope that the delay is no more than a week or two.
